VADM Thomas brings an extensive naval career to the event, having served for 38 years. His career included numerous assignments on fast-attack submarines and various senior-level positions within the Fleet and the Pentagon. Notably, he commanded the U.S. 7th Fleet from 2013 to 2015, one of his final operational tours before retiring in 2017 as the Director of the Navy Staff.

Currently, Thomas is a Senior Research Fellow at the University of California’s Institute on Global Conflict and Cooperation and serves as a full-time faculty member at the UC San Diego’s Graduate School of Global Policy and Strategy (GPS).
